Provide some areas for more intensive bike use, but at Danny pointed out, many will only commute by bike for a few months during the year. Signage and education for both bikers and drivers, will go a long way. We aren't Portland, where riding a bike as your primary mode is as seasonably feasible.

Deans commentedA street car network throughout the city would be very effective in not only connecting downtown to the neighborhoods, but it would result in reduced vehicle miles traveled and the creation of more neighborhood retail and multi-family housing in more areas. Extend the proposed downtown streetcar along 100 or 200 S to 500 E (east downtown), south to 900 S, east to 11th E and south on 11th to connect with the Sugarhouse line. Lines runing from the Sugarhouse line to the East Downtown line along both 500 E and or 300 E.
There are a plethora of parking garages in the downtown area, and a multitude of surface lots. Most are less than $5 in the evenings. By providing more parking at a lower price, will reduce the demand on transit.
