Spreading the resources throughout the county would be ideal. Putting Shelters into existing neighborhoods with mostly single family dwellings should never be considered. The city is dropping a lot of money on moving these resource centers in existing neighborhoods, while at the same time admitting that they cannot arrest people for "shooting up in front of officers" or if they "have 8 warrants for arrest" simply because there is not enough room in ht jails. So With that in mind, putting the prey for drug dealers and other criminal types in neighborhoods where Children play seems irresponsible. I would suggest having more ways to get the criminal element out of the Rio Grande area. Which could only mean emptying out non violent offenders, possibly on simple Marijuana possession, or other charges, Using the bed space freed up to clean out the problems at Rio Grande, and thus making the current shelter more viable.
